Let's build a Seattle that works for everyone-together!<br><br>SDOT has an exciting opportunity for a service-oriented manager on the Accounting team within the Finance and Administration Division (FAD). The <strong>Payroll & Accounts Payable Manager (Manager 1) </strong>oversees two dynamic functional teams to ensure high levels of service are provided for the vital processes of paying SDOT's 1,100+ employees and all SDOT vendors accurately in a timely manner. This is a hands-on management position with key responsibilities that support all SDOT operations.<br><strong>Job Responsibilities</strong><br> <br><ul><li>Manages the Payroll and Accounts Payable teams. Determines staffing requirements, provides clear employee expectations, oversees workflow monitoring, and provides effective performance management. </li><li>Creates a work environment for team members to grow and succeed.</li><li>Demonstrates a commitment to thrive and work effectively in a multicultural workplace with a diverse customer base.</li><li>For Payroll: <ul><li>Provides expertise in Workday payroll software to help the team ensure employees are paid correctly and in accordance with City policies, state and federal laws, and our 13 labor bargaining agreements. </li><li>Provides hands-on processing help for retroactive payments and other workloads as necessary. </li><li>Advocates for SDOT needs and maintains a positive working relationship with SDOT People & Culture (HR) and Citywide Payroll. </li></ul></li><li>For Accounts Payable:<ul><li>Completes review and approval of all vendor invoices using PeopleSoft to ensure they are paid accurately, timely, and in compliance with GAAP, GASB, and City and SDOT policies and procedures. </li><li>Provides policy interpretations for unique situations and escalates issues with appropriate analysis when necessary. </li><li>Maintains a positive working relationship with SDOT Purchasing, Citywide Accounting, and counterparts in other departments. </li></ul></li><li>Proactively monitors internal controls, leads business process improvements, and assesses departmental needs.</li><li>Coordinates department-wide communications and training for process or policy changes that are relevant to all staff.</li><li>Supports Division and Accounting leadership and peers by maintaining effective customer service-oriented relations with all internal and external customers.</li><li>Proactively helps the Payroll and AP teams resolve any significant customer service issues.</li><li>Coordinates Payroll and Accounts Payable responses and documentation needed to satisfy grant management, state and federal auditors, and public disclosure requests.</li><li>Actively participates in user group meetings and trainings.</li><li>Supports department goals in promoting diversity and social justice.</li></ul><br> <strong>Qualifications</strong><br><strong>Minimum Qualifications:</strong><br><strong>Education:</strong><br><ul><li>Bachelor's degree in Accounting, Business, or other closely related field.</li></ul><br><strong>Experience:</strong><br><ul><li>Three (3) years of progressively responsible work involving both hands-on and supervisory responsibilities in Payroll, Accounts Payable, and other related processes and functions.</li></ul><br><strong>OR:</strong> An equivalent combination of education and experience that demonstrates the ability to perform the position duties.<br> <br><strong>Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:</strong><br><ul><li>Certified Public Accountant (CPA), Certified Payroll Professional (CPP) or other related professional designation.</li><li>Extensive experience with an ERP financial reporting system similar to the City's PeopleSoft 9.2 system, including query writing and report creation. </li><li>Excellent organization skills, ability to respond to unanticipated requests, prioritize work, work under pressure and meet tight deadlines. </li><li>Strong interpersonal and written and oral communication skills. </li><li>Customer service focus with internal and external stakeholders. </li><li>Demonstrated initiative for anticipating and detecting problems and developing solutions using sound judgment.</li><li>Intermediate to advanced proficiency in MS Excel, Word, Access, and SharePoint.</li></ul><br><strong>Other Requirements:</strong><br><strong>Work Environment / Physical Demands:</strong><br><ul><li>Work is typically performed in a hybrid work environment in which a minimum of 3 days of the work is completed in a City office, and 2 days of the work is completed remotely in a regular 40-hour work week.</li></ul><br> <strong>Additional Information</strong><br><strong>Your application will not be reviewed if these items are missing or incomplete.</strong><br><br><strong>Hiring Process</strong><br>Applications are reviewed after the posting closes.
