<p>Sr. Consultant – Utility Rate Group</p> <p><br><br></p> <p><span style="font-weight: bold">Job Title: </span>Sr. Consultant</p> <p><span style="font-weight: bold">Classification: </span>Full Time, Exempt</p> <p><span style="font-weight: bold">Location: </span>Remote or Temecula, CA</p> <p><span style="font-weight: bold">Salary Range</span>: $90,000 - $150,000 </p> <p>NBS has standard office hours of Monday through Friday 8 a.m. – 5 p.m. PST with the option to work a Compressed Work Week (9/80) schedule.</p> <p> </p> <p><span style="font-weight: bold">Summary:</span> </p> <p><span>NBS is currently seeking a motivated<span style="font-weight: bold"> Sr. Consultant</span> to expand our Utility Rate Group practice area. The rate group partners with local government agencies to develop sound financial plans, compliant cost-of-service analyses, and customized rate designs for property-related fees, including water, wastewater, solid waste, and stormwater utilities.  From detailed analysis and rate development to implementation support, our team works closely with clients to create a comprehensive, defensible public record and establish rates that serve community needs.  As a subject matter expert, the Senior Consultant is responsible for delivering strategic guidance, addressing complex enterprise fund challenges, developing comprehensive solutions, and leading project teams to successful outcomes. </span><span style="font-weight: bold">The ideal candidate will have a professional background in one or more of the following areas of expertise: water rate setting, sewer rate setting, solid waste rate setting, stormwater rate setting, and Prop 218 cost-of-service analysis. </span></p> <p> </p> <p><span style="font-weight: bold">Essential functions: </span></p> <ol> <li><br><span style="font-weight: bold">Project Management</span>: Responsible for managing projects from inception to completion with minimal oversight and a focus on quality control. Accountable for project delivery-understanding contracted services and fees, managing timelines, budgets, and overall execution. This will include interaction with clients, delegation of project tasks to assigned project staff, and attendance and/or presentation in client & public meetings. Partner with leaders to define required performance standards, identify obstacles, and recommend solutions that deliver desired outcomes. Manage all project resources including the review of work produced by all staff contributing to project deliverables.  Review of peer work product for quality control purposes, as requested.</li> <li><br><span style="font-weight: bold">Data Analysis & Documentation: </span>Overall accountability to ensure accurate and timely analysis of all data and documentation required for project completion. This may include gathering, cleaning, modeling, and interpreting data and communicating findings to internal and external stakeholders through reports and/or presentations. Ensure compliance with regulatory and legislative requirements, and best practices.</li> <li><br><span style="font-weight: bold">Client Services Management: </span>Develop and maintain professional relationships with clients and their assigned representatives. Demonstrated ability to engage in active discussion to understand the goals of stakeholders to guide them to an optimal solution based on research and expertise. Participate in client meetings and/or presentations, including on-site visits and council meetings. Serve as a client service manager consistent with criteria set forth in the NBS Client Care Program, as assigned.</li> <li><br><span style="font-weight: bold">Marketing, Sales, and Business Development: </span>Leverage industry and client knowledge to expand the company’s market reach and revenue streams through repeat business and referrals, relationship building, proposal development, and cross-selling. Stay up to date with industry trends by attending conferences and seminars as requested.</li> <li><br><span style="font-weight: bold">Personal and Team Development: </span>Consistently monitor legislative developments and industry trends to implement solutions to ensure NBS adapts to, and complies with, regulatory changes.
