Purpose:

To ensure a safe and healthy working environment by implementing, monitoring, and improving workplace safety and health systems in compliance with the Occupational Safety and Health Act (OSHA) and related regulations.

Responsibility:

Safety & Health Compliance:
  • Ensure compliance with Occupational Safety and Health Act 1994 (OSHA 1994), Factories and Machinery Act 1967 (FMA), and related regulations.
  • Maintain and update the company’s Safety & Health policies, SOPs, and programs.
  • Conduct risk assessments (HIRARC), safety audit and Job Safety Analysis (JSA) for all work activities.
  • Lead or support Emergency Response Team (ERT) preparations, drills, and documentation.
  • Report and investigate all accidents, incidents, and near misses, including root-cause analysis and corrective actions.
Environmental Management
  • Ensure compliance with Environmental Quality Act 1974, DOE (JAS) regulations, and local authority requirements.
  • Monitor and manage scheduled waste, air emission, effluent, noise, and other environmental aspects.
  • Maintain environmental records and support ESG / sustainability reporting where required.
Manufacturing & Operational Safety
  • Develop and enforce safety procedures ie cutting & welding, staging, forklift handling, high rise area, confined space, ionising radiation permit, high voltage, gasses usage etc
  • Ensure proper use and maintenance of PPE and safety equipment.
  • Verify contractor competencies and ensure compliance with SHE standards during work execution.
  • Oversee permit-to-work (PTW) issuance and site safety supervision.
Building & Facility Safety
  • Monitor security system, fire safety systems, electrical safety, emergency exits and ventilation.
  • Conduct facility inspections and coordinate safety during maintenance or renovation projects.
  • Organise fire drills and emergency response training.
  • Liaise with BOMBA, DOSH and other regulatory agencies for inspections and approvals.
Training & Awareness
  • Conduct and coordinate SHE training, safety briefings, toolbox meetings, and awareness programs.
  • Promote a positive safety culture and ensure employees understand SHE requirements.
SHE Documentation & Reporting
  • Prepare monthly SHE reports, compliance documents, audit reports, and regulatory submissions.
  • Maintain updated licenses, permits, and statutory requirements (e.g., PMA, DOSH approvals, DOE reporting).
Inspections & Audits
  • Conduct regular workplace inspections, internal audits, and support external audits (DOSH, DOE, ISO 45001, ISO 14001).
  • Ensure timely implementation of corrective & preventive actions (CAPA).
Perform other duties as assigned by Management.
  • Able to work independently and collaboratively with various departments.
Requirements:
  • Diploma in Occupational Safety & Health, Environmental Science, Engineering, or related field.
  • Green Book Holder (Registered Safety & Health Officer with DOSH) is an added advantage.
  • Niosh Safety & Health Officer (SHO) certificate is an advantage.
  • For environmental roles, CePSWAM, CePIETSO, or other DOE certifications are added advantages.
  • Minimum 5 years’ experience in SHE or EHS role.
  • Experience in manufacturing, construction, logistics, or similar high-risk industries preferred.
  • Good knowledge of OSHA, FMA, EQA, and relevant Malaysian regulations.
  • Strong skills in risk assessment, incident investigation, PTW system, ERT management, and SHE documentation.
  • Strong communication and training delivery skills.
Working hours: Mon to Fri, 8am to 5:30pm
